OpenTenders is a public integrity-monitoring catalog for Latvian public procurement, built for journalists, watchdogs, and anyone tracking how public money is spent.
What you'll find here
Tenders, awards, and contract modifications from Latvia's public procurement notices, screened against automated integrity indicators -- specification bias, disqualification patterns, owner or director name matches among bidders, shell-company winners, contract-modification rates, and more. Supplier and contracting-authority profiles show award history, recurring winners, and published supplier-link groups. A co-bidder pairs page surfaces companies matched on an owner or director name that have repeatedly bid against or alongside each other.
How signals are generated
The system combines deterministic rules, document analysis, procurement history, bidder behaviour, and registry-derived company links. These automated signals may be false positives and are research leads, not legal conclusions.
Data source
The catalog uses normalized notices imported from Latvia's IUB open data and keeps the original source JSON for reprocessing. Procurement documents are downloaded and kept as a local archive where the source makes them available.
Limitations
Coverage is Latvia only and grows as more notices are imported and analysed. Few or no visible signals do not imply a clean record: source data and automated extraction can be incomplete. Ownership and officer matching relies on a public business register and best-effort name matching rather than a verified identity, so treat any single match as a lead to check, not a conclusion.
